Order Closing the Wind River Trail – OIC 2024-153
Peel Watershed Approved Plan

The plan recommended that the Wind River Trail no longer be recognized as an existing route and that it no longer be used as access for industrial activity.

In 2024, an “Order Closing the Wind River Trail” under the Highways Act was put into effect.

Specific Plan Adjustments

Section 4.3.1.1 Existing Access

Page(s): 60-61

Details:

The plan states that: “It is a challenge to designate LMU #8 (the Wind and Bonnet Plume watersheds) as an SMA if industrial use of the Wind River Trail as a winter haul road continues.”

Policy Recommendation #11
Within the Peel Watershed Planning Region, the Wind River Trail should no longer be recognized as an existing route under the Yukon Highways Act. The existing agreement between the Government of Yukon and Na-Cho Nyäk Dun, and the Yukon Highways Act, should be amended to reflect this change in status.

Policy Recommendation #12
Within the Peel Watershed Planning Region, the Wind River Trail should no longer be used as an access route to support industrial land use activity. Use of the Wind River Trail for this purpose compromises the recommended SMA land use designation for LMU #8 (the Wind and Bonnet Plume watersheds).

Specific Amendments:
1. Remove Recommendations #11 & #12 and replace with the following text:
In 2024, the Wind River Trail was closed by regulation. This was accomplished by OIC 2024-0153 “Order Closing the Wind River Trail” under the Highways Act. This satisfied the intent of recommendations 11 & 12.
2. Revise Key Issues to reflect that the Wind River Trail has been delisted. Remove bullets #3 and 4. (p. 60)
